UNVERIFIED = GH not re-checked under the manifest gate ·
RAN_NO_CAPTURE = workflow green but captured nothing (the false-green killer — e.g. caesars) ·
UPSTREAM_403 / TIMEOUT / FETCH_ERROR = blocked or down ·
HARD_BLOCKED = documented external/source blocker with evidence, not an unexplained missing route.
GitHub OK now demands a non-empty ::ABET-MANIFEST:: (captured=true, files>0, bytes>16) — a green workflow alone is NOT a pass.
